If you have a Dump Zone and it's not functioning and the intent was for them to dump the stuff in a hole you created, then make one tile cover the hole and another provide a spot for the Dorf to stand on while flinging stuff into the hole. I use a lot of bones for crafting, which kept getting dumped in the general stockpile even after I forbade all corpses and refuse from it.
